OLYMPIA -- The Washington State Department of Health has taken disciplinary actions or withdrawn charges against the following health care providers in our state.
The department’s Health Systems Quality Assurance Division works with boards, commissions, and advisory committees to set licensing standards for more than 80 health care professions (e.g., dentists, nurses, counselors). Information about disciplinary action taken against medical doctors and physician assistants can be found on the Washington Medical Commission (WMC) website. Questions about WMC disciplinary actions can be sent to media@wmc.wa.gov.
Information about health care providers is on the agency website. Click on “Health Care Provider Lookup” under the “Find it Fast” section of the Department of Health website (doh.wa.gov).The site includes information about a health care provider’s license status, the expiration and renewal date of their credential, disciplinary actions and copies of legal documents issued after July 1998. This information is also available by calling 360-236-4700. Consumers who think a health care provider acted unprofessionally are encouraged to call and report their complaint.
Benton County
In November 2024 the Chiropractic Commission charged chiropractor Corey Scott Nay (CH60443785) with unprofessional conduct. Nay allegedly used a hidden camera to record a patient undressing and receiving treatment.
Clark County
In December 2024 the secretary of health ordered medical assistant-phlebotomist and certified nursing assistant Nadya V. Andryushin (PC60419291, NC10073635) to pay $250 fine and complete eight hours of continuing education within six months.
Kitsap County
In November 2024 the Chiropractic Commission and the Marriage and Family Therapy Program charged Thomas William Papsco (CH00034439, MG60615821) with unprofessional conduct. During a March 2022 therapy session, Papsco made inappropriate sexual comments to a patient.
Kittitas County
In December 2024 the secretary of health charged certified medical assistant Jasmine Marcel Walker (CM61104274) with unprofessional conduct after failing to comply with the terms of a 2022 stipulation.
Pierce County
In October 2024 the secretary of health denied Adriene B. Casteele (MC61239886) a mental health counselor associate license.
In November 2024 the Board of Physical Therapy released Paul F. Groschel (PT00007865) from the terms and conditions on their physical therapist license.
Snohomish County
In November 2024 the Pharmacy Quality Assurance Commission charged pharmacy technician Alona Lynn D. Benitez (VA00057734) with unprofessional conduct. Benitez was terminated in August 2022 for allegedly diverting medication.
In October 2024 the secretary of health granted Evan Anthony Norrgard’s (DT60265353) request to extend his apprentice dispensing optician license for two years.
Skagit County
In December 2024 the Nursing Assistant Program charged certified nursing assistant Justin Loren Dean (NC60521307) with unprofessional conduct. In July 2024, Dean was convicted of indecent liberties and third-degree rape, both felonies, and sentenced to three years in prison.
In November 2024 the secretary of health granted Hua Yang’s (MA61534615) massage therapist license with conditions.
Spokane County
In November 2024 the Dental Quality Assurance Commission charged dentist Adam Zigmund Mileski (DE60601618) with unprofessional conduct. Between March and May 2020, Mileski provided substandard care and allowed non-emergency dental procedures during COVID-19 restrictions.
In November 2024 the Dental Quality Assurance Commission granted Jenna Michelle Naccarato (D161580303) a dental assistant license with conditions.
Yakima County
In October 2024 the secretary of health denied Haylee Marie Bradley's (NC61522003) certified nursing assistant application. Bradley disclosed recent fentanyl use and failed to obtain a required substance use evaluation.
Out of State
Texas: In October 2024 the Dental Quality Assurance Commission charged dentist Dong Hyun Yoo (DE61080623) with unprofessional conduct. In January 2023, Yoo allegedly closed his dental practice without notifying patients, left treatments incomplete, and failed to provide patient records upon request.
Note to Editors: Health care providers charged with unprofessional conduct have 20 days to respond to the Department of Health in writing. The case then enters the settlement process. If no disciplinary agreement can be reached, the case will go to a hearing.
