The rules writing process is open to the public. The public is welcome to take part in helping us write rules. Rules are also known as regulations, Washington Administrative Code, or WAC. The rule-making process includes public notices and workshops, and usually a public hearing before a rule becomes final.

Physical Therapists and Physical Therapist Assistants – Reducing Licensure Barriers

The Board of Physical Therapy filed a CR-103P Rule-Making Order on April 11, 2025, as WSR 25-09-054.

The board adopted amendments to reduce licensure barriers for physical therapists and physical therapist assistants. The changes align with RCW 18.130.077 and implement new pathways for licensure by endorsement and foreign-educated applicants.

The rule waives certain education, training, experience, and examination requirements for qualified applicants who hold an active license in another state or states with substantially equivalent standards. It also updates and clarifies requirements for applicants educated outside the United States.

Physical Therapy Licensure Compact – Reference Date Updated

A CR-103P Rule-Making Order was filed on January 17, 2025, as WSR 25-03-095. 
The Board of Physical Therapy adopted an amendment to WAC 246-915A-010 to update the reference date for the Physical Therapy Licensure Compact rules to June 17, 2024, the effective date of the most recent rules adopted by the Physical Therapy Licensure Compact Commission. This change ensures compliance with RCW 18.74.500, Article IX(2).
